On June 14, 2019, speaking at the XIX Meeting of the Council of Heads of SCO Member States, Chairman Xi Jinping noted: “We support the creation of the International Medical Open Pilot Zone in Fangchenggang to further promote innovative cooperation in the medical field within the SCO.” From now on, Fanchengan begins to contribute to the development of the human health community. In January 2021, the State Council set the vector for the development of the Medical Pilot Zone: to focus on the development of 3 supporting industries (breeding laboratory animals for medical experiments, preclinical research of drugs and the development of traditional medicine) in order to enhance international humanitarian exchanges and joint innovations in medicine. In May 2021, 11 ministries and departments led by the National Development and Reform Commission of the People's Republic of China released 15 development support and innovation measures to promote international medical cooperation, site construction and capacity expansion, and industry development under the Fengchenggang International Open Pilot Medical Zone Development Project. In August of the same year, the People's Government of the People's Republic of China released the Master Plan for the International Medical Open Pilot Zone, which stipulated the positions and goals for the development of the pilot zone, the general scheme and priority tasks for its development. The main part of the Medical Pilot Zone is approximately 53.7 square meters. km., where a pharmaceutical cluster, a cluster of joint medical projects and a medical research cluster operate. To date, the Pilot Zone has continuously demonstrated its vitality and potential for deepening international medical exchanges by hosting 10 international forums, notably the International Forum on Medical Innovation and Cooperation and the High-Level Forum on Promoting China-ASEAN Drug Cooperation. The events as such were attended by ministers, scientists and experts from the SCO and ASEAN countries. The pilot zone is equipped with electricity and water supply systems, as well as standard factories. Significant scientific and applied platforms are steadily developing. The first priority laboratory in the State Charity Region was built; a treatment and medical center of regional significance and platforms for food safety and innovation in nutrition were put into operation; the Center for the Protection of Intellectual Property was established; and the construction of the National Pilot Zone for Innovative Development of TCM was approved.
